The elbow shall be bolted to the floor of the wet-well and be so designed as to receive the pump connecting flange without the need for any bolts, nuts or clamps.

While you may be able to get away with wedging your breaker bar against the cradle and cranking the engine over to remove the crank pulley bolt, you know it's not the best practice.
