细则也称实施细则，是有关机关或部门为使下级机关或人员更好地贯彻执行某一法令、条例和规定，结合实际情况，对其所做的详细的、具体的解释和补充。细则是应用写作研究的主要文体之一。细则一般由原法令、条例、规定的制定机构或其下属职能部门制定，与原法令、条例、规定配套使用，其目的是堵住原条文中的漏洞，使原条文发挥出具体入微的工作效应。
