第三条金融许可证适用于银监会监管的、经批准经营金融业务的金融机构。

经营金融业务许可证
经营金融业务许可证是中国人民银行及其分行颁发的、准许金融机构设立并经营金融业务的证书根据《银行管理暂行条例》，申请设立金融机构，必须确属经济发展的需要，具有同其规模相适应的业务量;符合各金融部门专业分工的要求;符合经济核算原则，能够取得较好的经济效益;具有中国人民银行规定的最低限额的资本金;有完备的章程。符合上述条件的，按照法定程序报经批准。
