钓鱼工程
钓鱼工程是指在决策阶段被描述为造价很低、见效很快，但在实际建设过程中，建设单位不断变更资金预算，迫使投资部门不断追加投资，最终决算超预算、预算超概算、实际造价大大超出原先计划的那些工程。这个定义里所说的造价，还仅仅包括了可以直接用金钱衡量的实际支出。但值得指出的是，许多工程对环境、生态（包括历史文化遗产）等等面都造成了严重的损害，其代价往往是不可估量的。所有这些方面的代价，事实上也应该计算入“工程造价”里面。
