Worries over France's credit rating and the strength of its Banks were a key trigger for Wednesday's falls.

We should strengthen supervision and regulation over credit rating agencies, the shadow banking system and trans-border capital flows.

Regulators need to be able to put more trust in banks' risk models and rating agencies and supplement them with simple rules about the level of borrowing.
