住所是指为使法律关系集中于一处而确定的自然人或法人的地址，是公民生活和进行民事活动的主要基地或中心场所。《民法通则》规定：公民以他的户籍所在地的居住地为住所，经常居住地与户籍所在地不一致的，经常居住地视为住所。“经常居住地”应当理解为连续居住1年以上的居住地，并有长期居住目的的。如果公民由其户籍所在地迁出后，尚未迁入另一地，又无经常居住地的，仍应以原户籍所在地为住所。
