This is a key foreign cooperation project of Sinopec. Throughresearch on management of the project, the following conclusions areachieved: full preparations should be made; comprehensive equipmentupgrading and personnel training should be arranged strictly in accordancewith contract requirements; plans should be fully predictable; sufficientlarge-consumption materials should be reserved; all the clauses and itemsin contract should be made clear to all the main management personnel; allwork should be carried out under the guidance of the contract; strengthencommunication with Party A to avoid conflict as possible; local attorneyshould be employed in preparation of subcontract contract to supervise theconstruction program of subcontractor; strengthen French training andunderstand local laws and custom; pay attention to the time limit and strategy of claim indemnity, not unilaterally seek claim indemnity; deploymore labor power in the first stage of procurement and then reduce it stepby step; authorize local custom clearance agent to strengthen managementon materials transportation and expenses control; comprehensively adoptthe bidding system; reinforce file information management, laid stress onplanning of documentation and standardized file content; highlightdevelopment and utilization of networks and computer; standardize qualitysystem by document form; lay special emphasis on operators and reinforcepublicity; establish clear rewards and punishment system on quality issues;establish applicable QHSE prospectus; focus on field QHSEmanagement; guarantee health, especially psychological health, ofemployees; establish and maintain good relations with local government orsociety; make full use of local resources; adopt local persons for lessimportantposts as possible.
该项目是中石化对外合作的重点项目,通过对该项目的管理研究认为:项目前期准备必须充分,要严格按合同要求进行全面设备整改和人员培训,计划要有充分的预测性,消耗量大的物资的储备要有较大的富裕度;主要管理人员必须清楚合同的所有条款,以合同条款指导工作,严格控制合同进度,加强与甲方沟通交流,尽量规避矛盾;分包工作一定要聘请当地律师参加分包合同准备工作,并监督分包商的施工进度;培养合同管理人才,加强法语培训,学习当地法律习俗,注意索赔的时效性和策略,不片面追求索赔;采购工作前期投人人力要多然后陆续减少,聘用当地清关代理公司,加强货物运输管理和监督,注重完善物资采购信息系统,全面采用采购招投标制;重视信息资料管理利用;加强安全检查,侧重对操作人员的约束性,加强宣传,对QHSE问题采取手段跟踪纠正;制定符合实际的QHSE计划书,合理使用配套设备,制定详细措施,以作业现场QHSE管理工作为重点,保证员工的身体健康特别是心理健康;重视对风险的防范,充分利用当地资源,对于次要操作层面的人员尽可能本地化。
