Engineers restored power to some reactors at the Fukushima Dai-Ichi plant over the weekend, although new concerns about food contamination appeared after radiation levels were detected in tap water near the complex.
Measurements at another nuclear-power complex in the prefecture of Ibaraki, halfway between Fukushima and Tokyo, showed elevated radiation readings, officials said.
Looking back more than a year after the event, it is clear that the Fukushima reactor complex, though nowhere close to state-of-the-art, was adequately designed to contain radiation.
