To enable this command, bring up the Customize Toolbars dialog.

To customize the toolbars and menus of a perspective, right-click the main toolbar at the top and select customize perspective, then click the Commands TAB.

You can also move the toolbars to any other edge of the screen, or undock them, and you can customize them.
