Europe has hesitated more than the United States to subject its banks to measures like stress tests because of an entrenched belief that it would be better to wait for the market to recover and for the bad assets that banks still hold to pickupon value.
While Wisconsin Democrats are increasingly comfortable that they will holdon to those Democratic seats that are being challenged in the recall elections, there remains concern that a failure to pickup three seats in the Senate, the number needed to throw control to the Democrats, could have severe, negative implications for the state going forward.
