The solar manufacturing business has been inabadshape over the past year as a glut of solar panels worldwide caused the panel prices to fall by about 50 percent during 2011.
The housing market remains ina very badshape and as the Fed points out, activity is constrained by stubbornly high unemployment and a lack of consumer spending.
