By using the character of property of the national holding enterprises , this paper gives a new structure analyses of board members . On the basis of this ,this paper studies the possibly moral hazard of the members of boards in the national holding enterprises and discusses the feasibility of preference stock which could solve the moral hazard and highlight the efficiency of national capital .
